Present Status as on 3rd December 2025 : Indian Railways has only 17 Zonal Railways

Confusion often arises due to:

 • Konkan Railway
• Proposed South Coast Railway (SCoR)

The factual position is given below.

Konkan Railway is NOT a Zonal Railway.

• It is a Government of India Undertaking jointly owned by Indian Railways + Maharashtra, Karnataka, Kerala & Goa State Governments
  
  

• It functions independently.
  
  

• Hence, it is not counted as a zonal railway.

South Coast Railway (SCoR) – Not Yet a Legal Zone

South Coast Railway has been announced but:

• Its “appointed day” has NOT been notified.
  
  

• Without the appointed day, the zone has no legal existence.
  
  

• Therefore, South Coast Railway is not yet counted as a Zonal Railway.

Meaning of "Appointed Day" (New Railway Zones)

• The date mentioned in the Gazette Notification.
  
  

• Issued under Section 3(4) of the Railways Act, 1989.
  
  

• From this date:

 • Divisions transfer
• Assets and staff shift
• Jurisdiction changes

• Operational work may start later, but legal birth occurs only on the appointed day.

Conclusion:

Konkan Railway is a Govt of India Undertaking and South Coast Railway (SCoR) is not yet a legal zone due to absence of Gazetted appointed day. 

Appointed Day ( Creation of New Zonal Railways)

What “appointed day” means (Indian Railways – new zones)

Plain meaning: the calendar date specified in the Government of India’s Gazette notification on which a newly constituted zonal railway legally comes into existence (“with effect from …”). 

Legal hook: issued by the Ministry of Railways under Section 3(4) of the Railways Act, 1989, which empowers the Centre to constitute new zones by notification and to state the date from which they take effect. The Gazette text itself cites “Sub-section (4) of Section 3 of the Railways Act, 1989.” 

What flips on the appointed day: The new zone assumes jurisdiction over divisions/territories listed in the notification. 

Assets, records, and works in the carved-out areas start operating under the new zone’s control; any cadre/establishment shifts and interim arrangements are then managed through Railway Board orders that follow (e.g., phased headquarters staffing and cadre closure instructions). 

Functional “operationalisation” may follow the appointed day (e.g., when offices, staffing and systems settle), but the legal birth of the zone is the appointed day in the Gazette. 

Recent examples (six new zones of 2002–03)

> Note: Indian Railways created seven new zones in this reorganisation (two effective 01-Oct-2002 and five effective 01-Apr-2003). Below are six examples from that batch, with their appointed day and headquarters.

East Central Railway (ECR), Hajipur — Appointed day: 01-Oct-2002

Gazette notification (14-Jun-2002) constituted ECR “with effect from 01-10-2002” and listed its jurisdictions. 

North Western Railway (NWR), Jaipur — Appointed day: 01-Oct-2002

Government notification No. 97/E&R/700/1 (14-Jun-2002) specified NWR effective 01-10-2002 (RRC Jaipur’s official site summarises this). 

East Coast Railway (ECoR), Bhubaneswar — Appointed day: 01-Apr-2003

The Railway Board’s 04-Jul-2002 Gazette notification constituted five new zones “with effect from 01-04-2003,” including ECoR; the zone’s official site also records 1-Apr-2003 as its start date. 

North Central Railway (NCR), Allahabad/Prayagraj — Appointed day: 01-Apr-2003

Covered in the same 04-Jul-2002 Gazette; the PIB release of 31-Mar-2003 announced five new zones to be functional from 1-Apr-2003.

South Western Railway (SWR), Hubballi — Appointed day: 01-Apr-2003

Also one of the five zones effective 01-Apr-2003 in the 04-Jul-2002 Gazette/PIB release. 

West Central Railway (WCR), Jabalpur — Appointed day: 01-Apr-2003

Likewise constituted in the 04-Jul-2002 Gazette, effective 01-Apr-2003; Railway Board pages and court records reference this notification. 

(For completeness, the seventh zone from this reorganisation is South East Central Railway (SECR), Bilaspur — Appointed day: 01-Apr-2003, covered by the same 04-Jul-2002 notification.) 

Proposed South Coast Railway (SCoR), Visakhapatnam HQ

Status of appointed day: No Gazette “appointed day” has been notified yet; media and official briefings indicate preparations, but the formal operationalisation notification is pending. 

Recent movement:

Tender for the permanent HQ building in Visakhapatnam has been awarded; 52.2 acres at Mudasarlova were handed over in Aug 2024; project cost ~₹183.6 crore. 

Reports suggest temporary GM office space is being arranged and operations may commence around Dussehra, but these also note “no Gazette notification yet.” Until that notification sets an appointed day, SCoR doesn’t legally “exist” as an operational zone.

Quick takeaway

कानूनी हुक: रेलवे अधिनियम, 1989 की धारा 3(4) के तहत रेल मंत्रालय द्वारा जारी किया गया, जो केंद्र को अधिसूचना द्वारा नए ज़ोन गठित करने और उनके प्रभावी होने की तिथि बताने का अधिकार देता है। राजपत्र पाठ में स्वयं "रेल अधिनियम, 1989 की धारा 3 की उप-धारा (4)" का उल्लेख है।

नियत दिन पर क्या बदलता है:

नया ज़ोन अधिसूचना में सूचीबद्ध मंडलों/क्षेत्रों पर अधिकार क्षेत्र ग्रहण करता है।

अलग किए गए क्षेत्रों में संपत्तियां, अभिलेख और कार्य नए ज़ोन के नियंत्रण में संचालित होने लगते हैं; इसके बाद किसी भी कैडर/स्थापना बदलाव और अंतरिम व्यवस्था का प्रबंधन रेलवे बोर्ड के आदेशों (जैसे, चरणबद्ध मुख्यालय स्टाफिंग और कैडर बंद करने के निर्देश) के माध्यम से किया जाता है।

 कार्यात्मक "संचालन" नियत तिथि के बाद हो सकता है (उदाहरण के लिए, जब कार्यालय, कर्मचारी और व्यवस्थाएँ व्यवस्थित हो जाती हैं), लेकिन ज़ोन का कानूनी जन्म राजपत्र में अंकित नियत तिथि से होता है।

हाल के उदाहरण (2002-03 के छह नए ज़ोन)

पूर्व मध्य रेलवे (ईसीआर), हाजीपुर - नियत तिथि: 01 अक्टूबर 2002

राजपत्र अधिसूचना (14 जून 2002) द्वारा "01 अक्टूबर 2002 से" ईसीआर का गठन किया गया और इसके अधिकार क्षेत्र सूचीबद्ध किए गए।

 उत्तर पश्चिम रेलवे (NWR), जयपुर — नियत तिथि: 01 अक्टूबर 2002

सरकारी अधिसूचना संख्या 97/E&R/700/1 (14 जून 2002) में NWR को 01 अक्टूबर 2002 से प्रभावी बताया गया है (RRC जयपुर की आधिकारिक वेबसाइट इसका सारांश देती है)।

पूर्व तट रेलवे (ECoR), भुवनेश्वर — नियत तिथि: 01 अप्रैल 2003

रेलवे बोर्ड की 04 जुलाई 2002 की राजपत्र अधिसूचना द्वारा "01 अप्रैल 2003 से प्रभावी" ECoR सहित पाँच नए ज़ोनों का गठन किया गया; ज़ोन की आधिकारिक वेबसाइट पर भी इसकी शुरुआत की तारीख 1 अप्रैल 2003 दर्ज है।

उत्तर मध्य रेलवे (NCR), इलाहाबाद/प्रयागराज — नियत तिथि: 01 अप्रैल 2003

उसी 04 जुलाई 2002 के राजपत्र में शामिल;  31 मार्च 2003 की पीआईबी विज्ञप्ति में 1 अप्रैल 2003 से कार्यरत होने वाले पाँच नए ज़ोनों की घोषणा की गई थी।

दक्षिण पश्चिम रेलवे (एसडब्ल्यूआर), हुबली - नियत तिथि: 01 अप्रैल 2003

04 जुलाई 2002 के राजपत्र/पीआईबी विज्ञप्ति में 01 अप्रैल 2003 से प्रभावी पाँच ज़ोनों में से एक।

पश्चिम मध्य रेलवे (डब्ल्यूसीआर), जबलपुर - नियत तिथि: 01 अप्रैल 2003

इसी प्रकार 04 जुलाई 2002 के राजपत्र में 01 अप्रैल 2003 से प्रभावी, गठित; रेलवे बोर्ड के पृष्ठ और न्यायालय अभिलेख इस अधिसूचना का संदर्भ देते हैं।

 (पूर्णता के लिए, इस पुनर्गठन से सातवाँ ज़ोन दक्षिण पूर्व मध्य रेलवे (SECR), बिलासपुर है - नियत तिथि: 01 अप्रैल 2003, जो 04 जुलाई 2002 की अधिसूचना के अंतर्गत आता है।)

प्रस्तावित दक्षिण तट रेलवे (SCoR), विशाखापत्तनम मुख्यालय

नियत तिथि की स्थिति: अभी तक कोई राजपत्रित "नियत तिथि" अधिसूचित नहीं की गई है; मीडिया और आधिकारिक ब्रीफिंग तैयारियों का संकेत देती हैं, लेकिन औपचारिक संचालन अधिसूचना लंबित है।

हाल की गतिविधियाँ:

विशाखापत्तनम में स्थायी मुख्यालय भवन के लिए निविदा प्रदान की जा चुकी है; मुदासरलोवा में 52.2 एकड़ ज़मीन अगस्त 2024 में सौंप दी गई; परियोजना की लागत लगभग ₹183.6 करोड़ है।

रिपोर्ट्स बताती हैं कि अस्थायी महाप्रबंधक कार्यालय की व्यवस्था की जा रही है और दशहरे के आसपास परिचालन शुरू हो सकता है, लेकिन इनमें यह भी कहा गया है कि "अभी तक कोई राजपत्र अधिसूचना नहीं है।" जब तक वह अधिसूचना नियत तिथि निर्धारित नहीं करती, SCoR कानूनी रूप से एक संचालन ज़ोन के रूप में "अस्तित्व में" नहीं है।
