  • All committees except Cabinet Committee on Accommodation and Cabinet Committee on Parliamentary Affairs are headed by Prime Minister.

The object of the Cabinet committees are 

  1.  To lessen the enormous workload of the Cabinet. 

  2. Facilitate an in-depth examination of policy issues 

  3. Principle of the division of labour and effective delegation

  4. Frame proposals for the Cabinet’s consideration

  5. Also, take decisions, but of course, Cabinet can review such decisions. 


  • COM - Council of Ministers is a Constitutional body by Articles 74 & 75 of Constitution of India, whereas the Cabinet Committee is an extra-constitutional body (not mentioned in the Constitution of India)  in emergence. 


  • Although Cabinet committees are not constitutional bodies, their work cannot be under estimated as they provide crucial guidance to the Cabinet.

Works in Progress: 

  • Priority should be given. 

  • Complete them in time bound manner.

  • Timely Utilization of Investments  

  • The object is to reduce throw-forward liabilities

  • Zero-based Review: A review should be done for works that have been sanctioned but have yet to commence in spite of a lapse of considerable time.  Because they may be lost relevance in the present scenario and need to be dropped.

Umbrella policy - Datewise

 

  • The New works - Sanctioned only as Umbrella Works 

  • Name & Cost  - finalized by the Nodal Directorate in RB (duly consulting with the other concerned Directorates and associate finance.   

  • Plan Head Coordinators (at Railway Board) will communicate the tentative Zonal Railway-wise distribution/break-up outlay against Umbrella Works 

  • The above exercise should be completed by D+7 days from the Pink Book uploading

  • After receiving the tentative outlay against Umbrella Works, the Zonal Railways may process the New Works as Umbrella Works through IRPSM. 

  • Proposal stage - Zonal-level Concurrence is not necessary.  But a copy of the proposal should be endorsed to Associate Finance for further action. 

  • Process in IRPSM - Indian Railways Projects Sanction & Management.
