Stores Budget - Chapter 31 of Stores Code

 

Stores Budget 


Source: Stores code chapter 31

  • A financial statement reflecting estimated receipts, issues, and balances of stores for the ensuing year along with revised estimates for the current year i.e., RE/BE - Revised Estimates of the Current Year and the Budget Estimates of the Next year.

  •  Prepared Annually  by PCMM with the assistance of FA&CAO (Stores) 

  • Submitted to the Railway Board by 23rd December each year (or as intimated by the Railway Board year to year).  Now after the merger of the Railway Budget with the General Budget from 2017-18, the date was advanced. 

  • In prescribed form S 3101 accompanied by the Annexures A, B & C of Chapter 31 of Stores Code


Annexure A: Statement showing the stocks at the commencement of the year, estimated receipts and issues during the year and anticipated  balance at the end of the year in respect of the various major groups of stores

Annexure B: Analysis of Balance stores in Stocks 

Annexure C:  erstwhile Demand No. 16 - Assets - Acquisition, Construction and Replacement  - Break-up of the amount for Purchase of Stores for Works and General purposes excluding fuel   - supplied by various Agencies of Purchase i.e., Railway Board, Production Units, Imports etc.

  • In Two parts   1.  Fuel 2. General Purpose Stores

  • Figures in thousands of Rupees 

Opening Balance: Estimated……..

  • Stock Value at the end of the current year (i.e., beginning of the Next year) 

  • Net result of Outstanding balance under Suspense heads i.e., Purchase Suspense, Sales Suspense, SinT (Stores In Transit), for the year closed 

  • Expected Outstanding SA A/c (Stock Adjustment) balance for the year closed



Debits to the Stores Budget: 

  1. Works - (Covering all Plan Heads Except Plan Head 21 {i.e., Deduct Entry} and Suspense Plan Heads 71, 72 & 73):  Estimates for Stores required for “Works”  should be called from the Divisional offices/Depts by the PCCM and incorporated as Debits  

  2. WMS - Plan Head 72:  These estimates prepared by the concerned Dept usually by the Mechanical in consultation with the Accounts officer and furnished to the Stores Dept for incorporation in the Stores Budget. The value of materials budgeted for under this head should represent the value of materials likely to be drawn by the workshops during the year for the different types of products to be manufactured as per the approved production programme in respect of Workshops. The value of materials is assessed adopting the latest book average rates available at the time of preparation of the budget.  

  3. MAC - Miscellaneous Advance Capital - Plan Head 73 - Issue of stores for fabrication etc  ( Example: Cloth for Uniforms) 

  4. Revenue - General Purpose: 

  • GP - General Purpose stores on account of R&M - Repairs & Maintenance (erstwhile Demands 04 to 07), Operations (erstwhile Demands 08 to 10)  - Regular day to day activities. 


  •  Since exact planning is not possible, estimation is based on:

  • Average consumption of last 3 years

  • Excluding abnormal/special expenses of any particular year

  • Prepared by PCCM by comparing the Budget Estimates given by the Depts/ Divisions under “Revenue PU 27 - Drawals from Stock” under erstwhile Revenue Demands 03 to 12 

  •  If there is a large variation, final figure is decided duly discussed with the PHODs by the PCCM   

  • Actually this is the last item to be budgeted after posting debits and credits being a balancing figure. 

  1. Manufactured Stores: Duly matching the targeted outturn of Components in the Workshops i.e., Captive consumption.  

  2. Returned Materials: Materials returned from the works left over and the released materials 

  3. Other Debits - SA Account - Stock Adjustment Account 

  4. Deduct entries:  Deduct issues to Workshops  - To avoid double budgeting within the erstwhile Demand Number 16. This is to be effected on the Credit side of the Stores Budget too. 

Credits to the Stores Budget: 

  1. Works: Matching grants available in the Divisions / Units based on the Indents on the Hand.  (other than stores purchased for specific works that can be debited directly to the Works concerned and not passed through PH 71 - Stores Suspense) 

  2. Capital: Matching grant available in WMS grant against which Work Orders are issued. 

  3. MAC - Miscellaneous Advance Capital - PH 73 - Stores for Fabrication etc. 

  4. Revenue: Linked with the Revenue PU 27 - Stores drawal from Stock - R&M - Repairs & Maintenance and Operations. AAC - Average Annual Consumption worked out for the last 3 years is the criteria after considering the special circumstances of the year under which the Budget is proposed. 

  5. Sales & Transfers: Based on the trend on movement of stores and expected sales. 

  6. Deduct Entry: Deduct issues to Workshops  - To avoid double budgeting within the erstwhile Demand Number 16. This is to be effected on the Debit side of the Stores Budget too. 

Closing Balance: 

  1. Ideal balance is 40% of the Average issues per month of Ordinary stores during the year plus cost of Emergency Stores 

  2. As low as possible. TOR - Turn Over Ratio is depends on the Closing balance of the Year and Total issues during the year 

TOR = Closing Balance as on 31st March / Total Issues during the Year x 100 

  1. Should be similar to the Opening balance 

Budget Allotment

  • Budget allotment for PH 71 - Stores Suspense   - Total Debits during the year.  Because Indian Railways follow a Gross Budgeting System.  The Credits and Recoveries should be posted at footnotes to the Demands for Grants. 

  • Brief explanations: Difference between the OB - Opening Balance and CB -Closing Balance should be given and special features in the Budget estimates should be brought out clearly with the full explanations and the amount involved.

  • एक वित्तीय विवरण जिसमें आगामी वर्ष के लिए अनुमानित प्राप्तियां, जारी किए गए सामान और भंडार की शेष राशि के साथ-साथ चालू वर्ष के लिए संशोधित अनुमान भी दर्शाए गए हों, अर्थात् RE/BE - चालू वर्ष के संशोधित अनुमान और अगले वर्ष के बजट अनुमान।

  • पीसीएमएम द्वारा एफए एंड सीएओ (स्टोर्स) की सहायता से वार्षिक रूप से तैयार किया गया।

  • प्रत्येक वर्ष 23 दिसंबर तक (या रेलवे बोर्ड द्वारा वर्ष-दर-वर्ष सूचित किए जाने तक) रेलवे बोर्ड को प्रस्तुत किया जाता है। अब 2017-18 से रेलवे बजट का आम बजट में विलय होने के बाद, तिथि को आगे बढ़ा दिया गया है।

  • भंडार संहिता के अध्याय 31 के अनुलग्नक ए, बी और सी के साथ निर्धारित प्रपत्र एस 3101 में।


अनुलग्नक ए:यह विवरण वर्ष के प्रारंभ में स्टॉक, वर्ष के दौरान अनुमानित प्राप्तियों और निर्गमन तथा वर्ष के अंत में विभिन्न प्रमुख स्टोर समूहों के लिए अनुमानित शेष राशि को दर्शाता है।

अनुलग्नक बी:स्टॉक में शेष भंडारों का विश्लेषण



अनुलग्नक सी:पूर्ववर्ती मांग संख्या 16 - परिसंपत्तियां - अधिग्रहण, निर्माण और प्रतिस्थापन -ईंधन को छोड़कर, निर्माण और सामान्य प्रयोजनों के लिए सामग्री की खरीद की राशि का विवरण - विभिन्न खरीद एजेंसियों द्वारा आपूर्ति की गई सामग्री।अर्थात्, रेलवे बोर्ड, उत्पादन इकाइयाँ, आयात आदि।

  • दो भागों में: 1. ईंधन 2. सामान्य उपयोग के भंडार

  • आंकड़े हजारों रुपये में हैं।

प्रारंभिक जमा: अनुमानित……..

  • चालू वर्ष के अंत में (अर्थात अगले वर्ष के प्रारंभ में) शेयर का मूल्य

  • वर्ष के अंत तक सस्पेंस मदों (जैसे कि परचेज़ सस्पेंस, सेल्स सस्पेंस, सिनटी (स्टोर्स इन ट्रांज़िट)) के अंतर्गत बकाया राशि का शुद्ध परिणाम।

  • वर्ष के अंत तक अपेक्षित बकाया एसए खाता (स्टॉक समायोजन) शेष

स्टोर बजट में कटौती:

  1. कार्य -(योजना मद 21 {अर्थात कटौती प्रविष्टि} और सस्पेंस योजना मद 71, 72 और 73 को छोड़कर सभी योजना मदों को शामिल करते हुए): "कार्य" के लिए आवश्यक भंडार के अनुमान पीसीसीएम द्वारा संभागीय कार्यालयों/विभागों से मंगवाए जाने चाहिए और डेबिट के रूप में शामिल किए जाने चाहिए।

  2. डब्ल्यूएमएस- योजना मद 72: ये अनुमान संबंधित विभाग द्वारा, आमतौर पर यांत्रिक विभाग द्वारा लेखा अधिकारी के परामर्श से तैयार किए जाते हैं और भंडार बजट में शामिल करने के लिए भंडार विभाग को प्रस्तुत किए जाते हैं। इस मद के अंतर्गत बजट में शामिल सामग्रियों का मूल्य, कार्यशालाओं द्वारा वर्ष के दौरान अनुमोदित उत्पादन कार्यक्रम के अनुसार निर्मित किए जाने वाले विभिन्न प्रकार के उत्पादों के लिए संभावित सामग्रियों के मूल्य को दर्शाता है। सामग्रियों का मूल्य बजट तैयार करते समय उपलब्ध नवीनतम औसत दरों को अपनाकर निर्धारित किया जाता है।

  3. मैक- विविध अग्रिम पूंजी - योजना मद 73 - निर्माण आदि के लिए सामग्री जारी करना (उदाहरण: वर्दी के लिए कपड़ा)

  4. राजस्व - सामान्य प्रयोजन:

  • सामान्य प्रयोजन भंडार, मरम्मत एवं रखरखाव (पूर्ववर्ती मांग 04 से 07), संचालन (पूर्ववर्ती मांग 08 से 10) - नियमित दैनिक गतिविधियों के कारण।

  • सटीक योजना बनाना संभव न होने के कारण, अनुमान निम्नलिखित पर आधारित है:

  • पिछले 3 वर्षों की औसत खपत

  • किसी विशेष वर्ष के असामान्य/विशेष खर्चों को छोड़कर

  • पीसीसीएम द्वारा पूर्व राजस्व मांग 03 से 12 के अंतर्गत "राजस्व पीयू 27 - स्टॉक से आहरण" के तहत विभागों/मंडलों द्वारा दिए गए बजट अनुमानों की तुलना करके तैयार किया गया।

  • अगर कोई हैकाफी भिन्नता पाई जाती है, अंतिम आंकड़ा पीसीसीएम द्वारा पीएचओडी के साथ विधिवत चर्चा के बाद तय किया जाता है।

  • दरअसल, डेबिट और क्रेडिट को पोस्ट करने के बाद यह बजट में शामिल की जाने वाली आखिरी मद है, क्योंकि यह एक संतुलन आंकड़ा है।

  1. निर्मित भंडार:कार्यशालाओं में घटकों के लक्षित उत्पादन से उचित रूप से मेल खाना, अर्थात् आंतरिक खपत।

  2. लौटाई गई सामग्री:बचे हुए कार्यों से लौटाई गई सामग्री और जारी की गई सामग्री

  3. अन्य डेबिट- एसए खाता - स्टॉक समायोजन खाता

  4. प्रविष्टियों में कटौती करें:कार्यशालाओं के लिए जारी की गई राशि में कटौती - पूर्ववर्ती मांग संख्या 16 के अंतर्गत दोहरी बजटिंग से बचने के लिए। यह कटौती भंडार बजट के क्रेडिट पक्ष पर भी लागू की जाएगी।

स्टोर बजट के लिए श्रेय:

  1. कार्य:विभाग/इकाइयों में उपलब्ध मिलान अनुदान, ऑर्डर के आधार पर दिए जाते हैं। (उन भंडारों को छोड़कर जो विशिष्ट कार्यों के लिए खरीदे गए हैं और जिन्हें सीधे संबंधित कार्य के खाते में डेबिट किया जा सकता है और पीएच 71 - भंडार सस्पेंस के माध्यम से नहीं भेजा जाता है)

  2. पूंजी:वर्क ऑर्डर जारी करने के लिए आवश्यक डब्ल्यूएमएस अनुदान में मैचिंग अनुदान उपलब्ध है।

  3. मैक - विविध अग्रिम पूंजी - पीएच 73 - निर्माण आदि के लिए भंडार।

  4. आय:राजस्व पीयू 27 से संबंधित - भंडार से निकासी - मरम्मत एवं रखरखाव और संचालन। एएसी - पिछले 3 वर्षों के लिए गणना की गई औसत वार्षिक खपत, उस वर्ष की विशेष परिस्थितियों को ध्यान में रखते हुए मानदंड है जिसके तहत बजट प्रस्तावित किया जाता है।

  5. बिक्री एवं हस्तांतरण:दुकानों की आवाजाही के रुझान और अपेक्षित बिक्री के आधार पर।

  6. प्रवेश शुल्क में कटौती:कार्यशालाओं के लिए जारी की गई राशि में कटौती - पूर्ववर्ती मांग संख्या 16 के अंतर्गत दोहरी बजटिंग से बचने के लिए। यह कटौती स्टोर बजट के डेबिट पक्ष पर भी लागू की जाएगी।






जमा शेष: 

  1. आदर्श संतुलन वर्ष के दौरान सामान्य भंडारों के प्रति माह औसत निर्गम का 40% और आपातकालीन भंडारों की लागत है।

  2. जितना कम हो सके उतना कम। टर्नओवर रेशियो (TOR) वर्ष के समापन शेष और वर्ष के दौरान जारी किए गए कुल शेयरों पर निर्भर करता है।

टीओआर = 31 मार्च को समापन शेष / वर्ष के दौरान कुल निर्गम x 100

  1. यह प्रारंभिक शेष के समान होना चाहिए।

बजट आवंटन

  • पीएच 71 के लिए बजट आवंटन - स्टोर्स सस्पेंस -वर्ष के दौरान कुल डेबिट।क्योंकि भारतीय रेलवे सकल बजट प्रणाली का पालन करता है, इसलिए अनुदान मांगों के फुटनोट में क्रेडिट और रिकवरी को सूचीबद्ध किया जाना चाहिए।

  • संक्षिप्त व्याख्या: आरंभिक शेष (OB) और समापन शेष (CB) के बीच का अंतर बताया जाना चाहिए और बजट अनुमानों की विशेष विशेषताओं को पूर्ण स्पष्टीकरण और संबंधित राशि के साथ स्पष्ट रूप से दर्शाया जाना चाहिए।

PAC - Proprietary Article Certificate   ( Stores)


  • Proprietary (Adjective) -   Of a product, marketed under and protected by a registered trade name.   


  • PAC stands for Proprietary Article Certificate  


  • Simple Definition of PAC: It is a certificate from the user department stating that the purchase must be made from a particular source/brand because the item is either unique or no acceptable alternative is available. 


  • The PAC form


  1. Description of Article:  

  2. Quantity:  

  3. Approximate cost, if known: 

  4. Maker’s name and address: 

  5. Name of Local Agents:  

  6. I approve the above purchase and I certify that: - 

  1. No other make / brand will be suitable. 

  2. This is the only firm who is manufacturing / stocking this item. 

  3. A similar article is not manufactured or sold by any other firm, which could be used in lieu.  

Note: Delete (a) or (c) whichever is not necessary

  • Brand PAC or Qualified PAC  - (a) is certified and deleting ( c )  

  • Clear PAC  - (c ) is certified and deleting (a)   

 Two Types of PAC:   Brand/Qualified PAC and Clear PAC


1. Brand PAC / Qualified PAC - This is when the PAC certifies (a) and deletes (c).


Means: “No other make/brand is suitable, even if a similar article exists.” 


📌 Implication: There might be other products in the market, but for this specific requirement only this brand is acceptable due to reasons like fit, performance, warranty, certification, compatibility, previous experience, safety etc.


➡ Sometimes called Qualified PAC because the justification is based on suitability, not non-existence of alternatives.


Practical Example :  Wheel Sensor for Electronic Braking System (EBS)


Railway Workshop needs 150 EBS wheel sensors for a specific imported coach type.


Supplier A makes the original branded sensor (same as fitted originally).


Supplier B makes technically similar sensors.


But Railway Technical Dept. tests and certifies that Supplier B’s sensor does not comply with braking safety parameters (or warranty/spare fitting issues).


User Dept. issues PAC stating: “No other brand/make is suitable for these coaches because only Supplier A’s sensors meet the stringent performance and warranty requirements.”


🔹 Outcome: Other brands might exist, but Procurement must award to Supplier A.

This is Brand/Qualified PAC.

2. Clear PAC: This is when PAC certifies (c) and deletes (a).


Means: “No similar article is manufactured/sold by any other firm that can be used instead.” 



📌 Implication: This is a stricter condition. There is simply no alternative item or brand available in the market that could serve the purpose.


Practical Example: 


Railway Needs a specific proprietary filter element for a rare imported machine.


Only one manufacturer (say an overseas OEM) produces this exact filter.


No other manufacturer or substitute part exists anywhere in the market.


User Dept. issues PAC stating:


> “A similar article is not manufactured or sold by any other firm that could be used in lieu.”



🔹 Outcome: Purchase can only be made from that one manufacturer — there’s literally no competitor or substitute part.

This is Clear PAC.
