DPO - Deposit Works - Other Agencies - Sources of Finance 


Work: SRR–NIL Section – 2 Lane ROB - Road Over Bridge in lieu of LC No.10  of Pink Book 2025-26

DPO – Deposit Works (Deposit from Other Agencies)

Deposit Works (DPO) are generally treated as part of EBR – Extra Budgetary Resources.

This is because the funds do not come from the Union Budget but from external agencies.

Deposit Works are works executed by Indian Railways on behalf of other agencies after receiving funds from them in advance.

These agencies may include:

  • State Governments
  • National Highway Authority of India (NHAI)
  • Local Bodies / Municipalities
  • Public Sector Undertakings
  • Private industries

Allocation shown as: DPO

Meaning:

* The ROB is being constructed by Railways

* The cost is deposited by an outside agency (usually State Government / Road authority)

* Hence it appears under Deposit Works - Other Agencies (DPO)

In simple terms: 

DPO – Deposit Works executed by Indian Railways using funds deposited by external agencies; treated under Extra Budgetary Resources (EBR).

Grade Separator

 

Grade Separator

  • A Grade Separator is a structure that separates the levels of two intersecting transport routes.

  • In Railways and Roads, this includes:

    • Road Over Bridge (ROB) → Road goes above the railway track.

    • Road Under Bridge (RUB) → Road passes under the railway track.

    • Rail Flyover / Rail Over Rail Bridge → When one railway line passes above another.

  • Purpose: To ensure uninterrupted movement, improve safety, and allow higher speed operations.



  • Indian Railways achieved a milestone by conducting a 130 kmph trial run on one of Asia’s longest Grade Separator (Rail Flyover) at Katni, Madhya Pradesh.

  • This bridge demonstrates India’s engineering capabilities and supports modern high-speed railway infrastructure.

  • Grade separators help in decongesting busy junctions, especially where multiple railway lines cross.

  • They reduce accidents at level crossings, improve punctuality, and enhance track capacity utilization.

  • Katni is a vital junction linking routes to Delhi, Mumbai, Kolkata, and Chennai; the new flyover will make operations smoother and faster.


  • भारतीय रेलवे ने कटनी (मध्यप्रदेश) में एशिया के सबसे लंबे ग्रेड सेपरेटर (रेल फ्लाईओवर) पर 130 किमी प्रति घंटे की गति से सफल ट्रायल रन किया।

  • यह पुल भारत की इंजीनियरिंग क्षमता और आधुनिक रेलवे अवसंरचना का प्रमाण है।

  • ग्रेड सेपरेटर में –

    • रोड ओवर ब्रिज (ROB) – सड़क रेलवे लाइन के ऊपर से जाती है।

    • रोड अंडर ब्रिज (RUB) – सड़क रेलवे लाइन के नीचे से जाती है।

    • रेल फ्लाईओवर – एक रेलवे लाइन दूसरी के ऊपर से गुजरती है।

  • इनका मुख्य उद्देश्य है – सुरक्षा, समयबद्धता और ट्रेनों की तेज़ आवाजाही सुनिश्चित करना।

  • कटनी जंक्शन देश का प्रमुख रेल केंद्र है। नया ग्रेड सेपरेटर दिल्ली, मुंबई, कोलकाता और चेन्नई से जुड़ी लाइनों को अधिक सुगम और तेज़ बनाएगा।

  • Authority: Railway Board Letter No. 2024/CE-IV/ROB-RUB/SCR, WR, ECR & NR dated 07.05.2024


  • Object of New Vertical: Execution of ROBs/ RUBs has not kept pace with the pace of new sanctions being given.  

 

  • New Vertical   - CAO/Con/RSP  - Exclusively for Road Safety Projects - for Road Crossing Works i.e., PH 29 - Level Crossings and PH 30 - ROB / RUB

 

  • RSP stands for Road Safety Projects (RSP also Rolling Stock Programme) 

 

Salient features of RSP:

 

  • RSP vertical - headed by CAO/Con/RSP  who is in HAG - Higher Administrative Grade

 

  • Assisted by SAG/Engineering Dept, other officers and staff

 

  • Reporting directly to GM  

 

  • Associated Finance: FA&CAO/Con 

  

  • GC - General Consultant:  engaged by CAO/Con/RSP for holistic planning of RSP works incl: Feasibility studies (new name for Surveys), DPR preparation, Sanction of Work, detailed structural design, detailed estimate & engagement of PSSA/PMS/PMC

 

  • EPC / Hybrid mode EPC / BOQ based Contracts - for execution of RSP

 

  • Nodal Directorate for RSP :  Bridge Directorate in Railway Board  

 

  • CAO/Con/RSP: Execution in-charge of RSP 


  •  CAO/Con/RSP & his Officers will exercise the powers of Construction organisation as per MSOP  (in respect of all Technical, Financial, Contractual & Personnel matters)

 

  • PCE: Monitoring and overall coordination for RSP
