Project Utkrisht


  •  Under this Project, IR is upgrading the passenger coaches of identified rakes with passenger-friendly amenities and modern features.


  • This Project is providing facilities for ICF type Coaches 


  • The first train under Project Utkrish is Kalka Mail (12311/12312) HWH-Howrah - KLK- Kalka on 02.10.2018 on the auspicious occasion of the 150th Birth Anniversary of Mahatma Gandhi.    

  

  • Initiated in 2018-19. 66 pairs of trains (140 rakes)  

 

  • Railways have plans to develop 640 Utkrisht rakes as part of the up-gradation of its mail/express trains in the next two years at a cost of Rs 400 crore.

 

  • The approximate cost is Rs. 60 Lakhs per Rake

 

  • Utkrisht R Rakes.  R stands for refurbished. 


  • Salient features of the Newly upgraded Rakes are as follows: 



  1. Vinyl wrapping of the doorway and gangway along with a big size mirror.  

  2. Provision of Fire extinguishers 

  3. Swachhata logo and stickers

  4. New color scheme

  5. Bottle holder, new ladders, GreenGo stickers 

  6. Ceiling fan in Non AC Sleeper coach painted with White color. 

  7. Braille signage and night glow stickers

  8. LED panel lighting in AC Coaches. 

  9. “Swachh Rail Toilet” (SRT) - A Hybrid Design Bio Toilet innovated by Indian Railway has been fitted in all coaches, giving an odorless experience.

  10. Big size mirrors and dustbins

  11. Stainless steel paneling - inside the pantry car

Object of the establishment of RCT: 


  1. Provision for compensation by Railways on account of loss, damage of goods etc., and also due to accidental deaths and injury was maintained. 

 

  1. To reduce the burden on civil courts for Railway related compensation and refund of fares. 

 

  1. Speedy disposal of claims at the earliest.  

Functions of RCT

  1. Inquiring into and determining claims against a Railway Administration.

 

  1. The refund of fares or freight

 

  1.  Compensation for death or injury to passengers

  • Enacted to provide speedy disposal of claims against the Railway Administration.

  • Under the administrative control of the Ministry of Civil Aviation

 

  • The Rail Safety Authority as per “The Railways Act, 1989” 

 

  • HQRS  - Lucknow 

 

  • Headed by CCRS - Chief Commissioner of Railway Safety   -  Secretary to Government of India Rank 

 

  • CCRS also acts as Principal Technical Advisor to the Central Government in all matters pertaining to railway safety. 

 

  • Deals with matters pertaining to the safety of rail travel and train operation and is charged with certain statutory functions as laid down in the Railways Act (1989), which are of an inspectorial, investigatory & advisory nature.


  • Jurisdiction over 17 Zonal Railways as well as Metro Train Systems in Delhi, Hyderabad, Mumbai, Bangalore, etc.  

 

  • CRS sanction is required for -   Execution of any work on open line which will affect running of trains carrying passengers & any temporary arrangement necessary for carrying it out except in an emergency. 

  

Functions of CRS


  1. Ensure any new Railway line to be opened for Passenger traffic should conform to the standards and specifications prescribed by the Ministry of Railways. 


  1.  Also, Newline is safe in all respects for carrying passenger traffic. 

 

  1. The above rule is applicable for other works such as Gauge conversion, Doubling / Trebling / Quadrupling of lines, and Electrification of existing lines.  

 

  1. Statutory inquiry into serious train accidents occurring on the  Indian Railways 

 

  1. Makes recommendations for improving safety on the Railways in India.
