The core objective of Section 3(3) is not the number, but ensuring bilingual governance in important official documents.

English as Official Language - Article 343 - Indefinite usage - Bilingual



Official Language Rules – Usage of English - Constitutional Framework

Original Constitutional Provision – Article 343(2)

* Constitution of India permitted the use of English for 15 years from the commencement of the Constitution.

* Period: 26 January 1950 to 25 January 1965.

Constitutional Authority for Continuation – Article 343(3)

* Empowers Parliament to make a law for the continued use of English even after the initial 15-year period.

* This Article acts as the constitutional bridge from a fixed period to continuation.

Law Made Under Article 343(3)

* Official Languages Act, 1963

* Official Languages (Amendment) Act, 1967

* These laws provide that English shall continue to be used along with Hindi for official purposes of the Union.

* No time limit is prescribed, hence English continues for an indefinite / unlimited period.

Golden Exam Rules

* “According to the Constitution (original provision)” → 15 years

* “Constitutional authority to continue English” → Article 343(3)

* “Present legal position / as of now” → Indefinite period

## राजभाषा नियम – संवैधानिक ढांचा

मूल संवैधानिक प्रावधान – अनुच्छेद 343(2)

* भारतीय संविधान के अनुसार, अंग्रेज़ी का प्रयोग 15 वर्षों के लिए अनुमत किया गया था।

* अवधि: 26 जनवरी 1950 से 25 जनवरी 1965 तक।

Official Language - e Applications

 

A list of important e-applications/software developed or managed by the Department of Official Language (Rajbhasha Vibhag), Ministry of Home Affairs, Government of India, to promote and propagate Hindi as an official language:


1. Kanthastha (कंठस्थ)

  • Type: Desktop software

  • Purpose: Translation from English to Hindi using memory-based translation.

  • Key Features:

    • Helps officers and staff translate standard official English sentences into Hindi.

    • Works offline; useful in ministries and offices with limited internet.

    • Enhances translation speed and consistency.


2. LILA – Rajbhasha (Learn Indian Languages through Artificial Intelligence)

  • Type: Web-based e-learning portal

  • Purpose: Learn Hindi for non-Hindi speakers.

  • Key Features:

    • AI-powered language learning platform.

    • Designed for employees whose mother tongue is not Hindi.

    • Offers progressive modules, quizzes, and assessments.

    • Promotes official language learning in a simple and engaging format.

3. MANTRA (Machine Assisted Translation Tool)

  • Type: Rule-based translation system

  • Purpose: Translation between English and Hindi.

  • Key Features:

    • Developed for precise English-to-Hindi translation of government documents.

    • Originally developed by CDAC under the guidance of the Department of Official Language.




4. Anuvadaksh (अनुवादक्ष)

  • Type: Online Translation Tool

  • Purpose: Translation of official documents from English to Hindi.

  • Key Features:

    • Cloud-based, web-accessible translation system.

    • Uses Artificial Intelligence and Natural Language Processing (NLP).

    • Aims to improve efficiency and reduce translation cost in government offices.


5. Hindi Tools / Unicode Typing Tools

  • Type: Software utility

  • Purpose: Hindi typing and Unicode text conversion.

  • Key Features:

    • Typing assistance in Hindi using Remington and Inscript keyboards.

    • Transliteration support from English to Hindi.
