 Emergency Quota (EQ) — Release of Accommodation


Source: Railway Board Letter No. 2023/TG-I/14/07 dated 30.04.2025

Subject: Release of accommodation out of Emergency Quota Issued by Director/Passenger Marketing-II, Railway Board.


Emergency Quota (EQ) is reserved accommodation whose release is controlled by the competent Railway authority. Railway Board has prescribed safeguards to ensure that accommodation under EQ is released only on genuine and properly authorised requests and to prevent misuse.



๐Ÿ”น Guidelines for Release of Emergency Quota


1. Existing instructions to be followed: All existing Railway Board guidelines regarding allotment/release of Emergency Quota must be followed in true spirit.


2. Request must be signed by a Gazetted Officer: Every written request for release of a berth/seat from Emergency Quota must be signed by a Gazetted Officer.


3. Mandatory particulars of recommending/signing officer: Every EQ requisition should clearly contain:


  • Name


  • Designation


  • Telephone/Mobile number


  • Mobile number of the office/branch of the passenger, as applicable.


4. Maintenance of EQ Register: Every Officer/Section/Federation dealing with EQ requests must maintain a register in which all requests are diarised. The register should record:


  • Journey details


  • Source from whom the request was received


  • Diary number


  • The diary number entered in the register should also be mentioned on the EQ request.



5. Verification of passenger credentials: Responsibility for ensuring the credentials/genuineness of the travelling party rests with the person forwarding or signing the requisition.


6. Travel Agent requests prohibited: Requests received from Travel Agents for release of berths/seats from Emergency Quota shall not be entertained.


7. Periodic inspection of Passenger Reservation System (PRS) centres: Officers at all levels should periodically inspect Passenger Reservation System (PRS) centres to:


  • Check illegal activities; and


  • Prevent any nexus between touts and reservation-office officials.


8. Verification of doubtful requests: Reservation requests received from various sources should be checked periodically. Where genuineness is doubtful: 


  • Verification may be made by speaking to the persons concerned over the phone.


  • Requisitions containing overwriting/cutting require particular scrutiny.


  • Remarks such as “V.V. IMP”, “MUST” or “ADJUST” should be cross-checked with the forwarding/referring authority.


9. Blank signed requisition forms strictly prohibited: An officer must not give blank signed requisition forms to personal staff for release of accommodation from Emergency Quota.


10. Retention of records: Records of EQ requisition slips may be retained for 3 months from the date of journey.

The letter reiterates that the prescribed safeguards are necessary because instances of attempts to obtain accommodation from Emergency Quota unauthorisedly had been brought to the Railway Board's notice.





Railway Board Office Order No. 47 of 2025 dated 22.07.2025, under the same file number, further prescribed submission timings for EQ requests in view of revised reservation-chart timings.

The Story of Indian Railway Computerised Reservation

1. Story of Computerised Reservation 


Until the mid-1980s, reserved railway tickets in India were largely handled manually. Reservation staff worked with physical records and manually allotted seats and berths. The process was slow, especially at busy reservation offices, and passengers often had to depend on the reservation office connected with the relevant train or railway system.


Indian Railways decided to computerise this work. Computer Maintenance Corporation Limited (CMC), a Government of India public sector company at that time, worked with Indian Railways on the early Passenger Reservation System (PRS). A pilot system was developed in the mid-1980s. Reliable sources confirm that the first computerised PRS was commissioned at New Delhi in 1985; some later Government summaries describe the formal introduction as 1986. 


The early system used Digital Equipment Corporation VAX computers running the VMS operating system. The reservation software was written mainly in FORTRAN. The enhanced application became known as IMPRESS — Integrated Multi-train Passenger Reservation System.


The system was gradually expanded. Mumbai, Kolkata and Chennai received computerised reservation facilities during 1987. Secunderabad was added later, around 1989. Thus, the five major PRS centres became New Delhi, Mumbai, Kolkata, Chennai and Secunderabad.


There was still an important limitation. These centres initially worked as separate “islands”. Each centre had its own database and did not function as one fully integrated national reservation network. This restricted true “anywhere-to-anywhere” reservation.


The Centre for Railway Information Systems (CRIS), an organisation under the Ministry of Railways, then developed the next major generation of the system. The new application was called CONCERT — Country-wide Network for Computerised Enhanced Reservation and Ticketing.


CONCERT was introduced in stages from the 1990s. The Secunderabad system was among the earliest implementations in 1994. The other major PRS centres were progressively migrated. Interconnection of the five PRS nodes was completed in April 1999. This created the national network needed for “anywhere-to-anywhere” reserved ticket booking from PRS counters.


The network used the telecommunications available at that time, including leased communication lines and other Railway/telecom links. The important achievement was not a single dramatic “switch”, but the phased creation of a distributed, nationwide reservation system capable of handling reservations from multiple locations without double-allotting the same accommodation.

Internet booking came later. Indian Railways introduced internet-based reservation through the Indian Railway Catering and Tourism Corporation (IRCTC) in 2002. The first stage used the i-ticket model, in which a ticket booked online was physically delivered to the passenger. Full e-ticketing, where a passenger could travel using an electronic reservation record and prescribed identification, was introduced later in 2005.

IRCTC did not replace the core Passenger Reservation System. It provided an internet-facing booking channel connected to the Railway reservation infrastructure. CRIS continued to develop, implement and maintain the core PRS technology.
