A Vote of Credit is a special grant approved by Parliament to meet unforeseen and emergency expenditure such as war, natural calamities, or national emergencies.

Key points:

• No fixed monetary limit

• Granted when exact expenditure cannot be estimated in advance

Purpose:

• Enables the Government to act quickly in urgent situations

• Maintains parliamentary control despite absence of detailed estimates

Example:

Urgent defence expenditure during a war may be met through a Vote of Credit.

Meaning:  A Vote of Credit is a special type of grant made by Parliament to meet unexpected or unforeseen expenditure, especially arising from situations like war, natural calamities, or national emergencies.

Key Features

• Unlike a regular Vote on Account (which is for routine expenditure until the budget is passed), the Vote of Credit has no fixed limit.
  
  

• It is meant for extraordinary needs where the demand cannot be stated with precision in advance.
  
  

• The government obtains Parliament’s approval by presenting a demand in the form of a Vote of Credit.

Purpose

• Provides the executive with flexibility to act quickly in emergency situations without waiting for the normal budgetary process.
  
  

• Ensures parliamentary control is still exercised, as approval is sought even if detailed estimates are not possible.
  
  

Example: During a war situation, the government may require urgent defense expenditure which cannot wait for the normal budget discussion. In such a case, a Vote of Credit is sought.
