MPP Directorate in Railway Board 



• MPP stands for Man Power Planning Directorate in the Railway Board.

• Deals with policies related to cadre management, recruitment, promotions and restructuring of Railway services.

• Responsible for manpower planning, optimization of staff strength, and productivity-linked measures.

• Handles rules regarding leave, retirement, pension, and staff matters common to all departments.

• Coordinates with UPSC, DoPT - Dept of Personnel & Training, and other ministries on service-related issues.


• Plays a key role in framing policies for efficiency, cost reduction, and modernization of HR in Indian Railways.

कैडर प्रबंधन, भर्ती, पदोन्नति तथा पुनर्गठन से संबंधित नीतियों का कार्यभार।

मानव संसाधन योजना, कर्मचारियों की संख्या का अनुकूलन तथा उत्पादकता से जुड़ी पहल।

छुट्टी, सेवानिवृत्ति, पेंशन एवं सभी विभागों से जुड़े कार्मिक मामलों का निपटारा।

यूपीएससी, डीओपीटी तथा अन्य मंत्रालयों से सेवा संबंधी मामलों में समन्वय।

भारतीय रेल में दक्षता, लागत नियंत्रण एवं एचआर के आधुनिकीकरण हेतु नीतियाँ बनाने में महत्वपूर्ण भूमिका।

  2. Zonal Railways Headquarters staff - Includes: Staff of all Depts working in Zonal Hqrs as well as staff of all units such as Central Hospitals, Schools, Training Centres etc. whose cadre maintained at the Zonal Hqrs. 

  3. In case of less than 3000 staff in Zonal Headquarters / Production Units & 10000 staff in Divisions / Workshops, the number of staff will remain as 109 in Zonal Railways / PUs and 94 in Divisions / Workshops respectively. 

  4. Excess posts: To be reviewed, surrendered, or redistributed via HRMS - Human Resources Management System in FY 2025-26
