Lien
Meaning: Right of the employee to hold a permanent post.
The employee will hold the lien while-
Performing the duties of that post,
On leave,
On joining time,
Under suspension and
On deputation to Foreign Service.
At a time employees can hold the lien on one post only.
In case of surrender of posts, junior most should be reverted to lower grade because he/she will not have a post to hold a lien.
In case the employee joins other departments by applying through the proper channel, the lien will be retained in the parent department for 2 years.
Lien in the parent organization stands terminated soon after the employee acquires a lien on a post in the new organization.
Lien in the parent organization is terminated on joining the new organization on an immediate absorption basis.
The Lien of the employee can be transferred from one permanent post to another permanent post.
