An Earnest Advisory to Appendix3 Examination Aspirants of Accounts Department.


Dear Aspirants,


I have received numerous enquiries about the date of the Appendix3 Examination.


I fully understand your anxiety about the examination date. A known deadline naturally inspires you to focus more, plan your studies properly and prepare with greater seriousness.


However, please remember: deciding the examination date and completing the related formalities are matters for the Railway Administration and Railway Board. We cannot control them.


What we can control is our preparation.


Do not wait for the notification or examination date to begin studying. Once the date is announced, the time available may be short. As the saying goes, “The early bird catches the worm.”


Appendix3 is a qualifying examination, unlike the Limited Departmental Competitive Examination (LDCE), which is competitive.


In Appendix-3, securing the prescribed minimum of 45% may be sufficient to qualify. In an LDCE, even 80% or 90% may not guarantee selection because success depends on merit position and the number of vacancies.


However, never prepare merely for 45%. Aim as high as possible—ideally towards 100%—and keep 70% as your preparation benchmark. This safety margin will help you face even a difficult question paper with confidence.


Strong preparation for Appendix3 offers two important benefits:


* It increases your confidence in clearing the examination.


* It builds a solid foundation for future LDCEs that can take you to the Gazetted cadre.


Clearing this examination also opens the way for significant career progression—traditionally associated with Grade Pay ₹4,800 and, after four years, Grade Pay ₹5,400. (Grade Pay of Group B Gazetted Officer in Depts, other than Accounts)


Compared with aspirants of the 1990s, today’s candidates are fortunate. You have access to online classes, YouTube lectures, educational blogs, Railway Board directorate material and many other study resources.


Use these facilities wisely—but depend only on trusted and authentic sources.


Whenever possible, study with sincere, like-minded aspirants. Combined preparation, group discussion, regular revision and systematic note-making can greatly improve your understanding and performance.


Do not keep watching the calendar—keep strengthening your preparation.


When the examination date arrives, you should feel ready, not worried.

1. Purpose of Notification

The examination is conducted for selection of Senior Clerk-cum-Welfare Inspector (Level-6, Pay Matrix ₹35,400–₹1,12,400) under 35% Limited Departmental Competitive Examination (LDCE) quota from eligible serving employees of the South Central Railway.


2. Eligibility Criteria

Permanent Railway employees in ministerial cadres (Clerical/Accounts/Personnel/Operating/Stores, etc.) with 5 years of regular service in Level-2 and above.

Educational Qualification

Any one of the following:
• Degree or Diploma in Social Science (Sociology, Social Work, Labour Welfare, etc.)
• Diploma in Labour Welfare / Industrial Relations / Personnel Management
• PG Diploma in Social Work / Labour Welfare / Industrial Relations
• LLB (Labour Laws)

Age Limit

No specific upper age limit (departmental LDCE). Eligibility as on 01.01.2025.

Medical Fitness

Must satisfy prescribed medical standards for the post.

D. Communication & Case Study: - Office noting/drafting, grievance redressal, case studies.

6. Mode of Application

Applications must be submitted through proper channel (Personnel Branch) with required documents like qualification certificates, service particulars, and photograph. Forwarding officer should certify service record and integrity.

7. Other Conditions

Eligibility and qualification must be verified by the Personnel Branch. Employees under DAR proceedings or vigilance hold are ineligible. Any false information leads to disqualification. Final panel based strictly on merit and vacancy.

2nd Month: Labour Acts & Welfare Topics
