(35% LDCE Quota) Examination 2025

1. Purpose of Notification

The examination is conducted for selection of Senior Clerk-cum-Welfare Inspector (Level-6, Pay Matrix ₹35,400–₹1,12,400) under 35% Limited Departmental Competitive Examination (LDCE) quota from eligible serving employees of the South Central Railway.

2. Eligibility Criteria

Criteria	Details
Service Condition	Permanent Railway employees in ministerial cadres (Clerical/Accounts/Personnel/Operating/Stores, etc.) with 5 years of regular service in Level-2 and above.
Educational Qualification	Any one of the following: • Degree or Diploma in Social Science (Sociology, Social Work, Labour Welfare, etc.) • Diploma in Labour Welfare / Industrial Relations / Personnel Management • PG Diploma in Social Work / Labour Welfare / Industrial Relations • LLB (Labour Laws)
Age Limit	No specific upper age limit (departmental LDCE). Eligibility as on 01.01.2025.
Medical Fitness	Must satisfy prescribed medical standards for the post.

3. Examination Pattern

Minimum 60% required to qualify (Relaxation as per reservation rules).

4. Syllabus (Indicative Topics)

A. General & Railway Knowledge - Structure of Indian Railways, Staff Welfare Schemes, Establishment Rules, D&A Rules, Leave Rules.

B. Labour Laws & Social Welfare: - Factories Act, Workmen’s Compensation, Payment of Wages, Minimum Wages, ESI, Maternity Benefit, Labour Welfare Fund.

C. Railway Staff Welfare Organisation:- Staff Benefit Fund (SBF), CRSWO, Holiday Homes, Schools, Canteens, Co-operative Societies.

D. Communication & Case Study: - Office noting/drafting, grievance redressal, case studies.

6. Mode of Application

Applications must be submitted through proper channel (Personnel Branch) with required documents like qualification certificates, service particulars, and photograph. Forwarding officer should certify service record and integrity.

7. Other Conditions

Eligibility and qualification must be verified by the Personnel Branch. Employees under DAR proceedings or vigilance hold are ineligible. Any false information leads to disqualification. Final panel based strictly on merit and vacancy.

Study Plan:
1st Month: Establishment Rules
2nd Month: Labour Acts & Welfare Topics
3rd Month: Case Studies, Mock Tests.
Practical: Observe welfare schemes, prepare drafts, and understand staff benefit operations.
