Between Two Members of Railway Board 

 

• The case would be referred to the CRB & CEO  (Chairman & Chief Executive Officer, RB)

 

• CRB & CEO will try to arrive at a Jointly Agreed Proposal, if necessary, after Discussion among them.   

or

 

• The CRB & CEO may also take the final decision in regard to inter-departmental differences, subject to the approval of the Minister of Railways wherever necessary.  

 

 

 Between Member (Finance) and Other Members   

• The CRB & CEO will have full powers to take the Final Decision by recording a Reasoned Order.  

 

• However, the Member (Finance) may be brought the issue to the notice of the Minister of Railways.  

   

• But any reference to the Ministry of Finance, if required, shall be sent only after the approval of the Ministery of Railways.

• New Chairperson, Railway Board & Chief Executive Officer (CEO),  Ministry of Railways  -  Smt. Jaya Varma Sinha    w.e.f. 01.09.2023   
• Succeeds Shri Anil Kumar Lahoti, who is retiring on 31.08.2023
• Approved by the ACC - Appointments Committee of the Cabinet 
• The first woman to hold the Apex post (Pay Level 17 in 7th CPC) in the history of the Railway Board since 1905 (118 years of history)  
• She will hold the post till 31.08.2024 (though retires on 30.09.2023, but will be re-employed on the same day for the remainder of her tenure. 
• Prior to this, She worked as Member/O&BD - Operations & Business Development - Responsible for the overall transportation of Freight & Passenger services on Indian Railways. 
• Belongs to IRMS - Indian Railways Management Service 
• Joined the IRTS - Indian Railways Traffic Service in the year 1988  

• During her career of 35 years - Worked in diverse verticals spanning operations, commercial, IT, and vigilance.  First woman - appointed as PCOM - Principal Chief Operations Manager - SER. Worked as Railway Advisor at the High Commission of India in Dhaka.  
• Alumnus of Allahabad University  
• Keen interest in Photography  

Powers & Functions of CRB & CEO 

• Ex-officio Principal Secretary to the Government of India in the Ministry of Railways 

 

• Responsible to the Minister of Railways or as delegated by him  - for arriving at decisions on technical and non-technical questions and advising the Govt of India on matters of Railway Policy.

• However, CRB & CEO at his discretion, may deal with any matter pertaining to any discipline or any other Subject. 
• Any policy matter put up to the Minister of Railways through CRB & CEO only 
• CRB & CEO has the power to Over-rule the other Members of the Railway Board.

Joining Time

         

          Joining Time  

• Granted on transfer in Public Interest i.e., on Administrative grounds only

• Not given -  on Request Transfer, Mutual Transfer & Temporary Transfer (i.e., up to 6 months)  

•  If the Temporary transfer is subsequently made as a Permanent Transfer, the employee is eligible for Joining Time. 

• Joining Time Commenced: 

Relinquishes the charge of the old post	Joining Time commenced
In the Forenoon	From the date of relinquished
In the Afternoon	From the next day of Relinquishment

 

• Joining Time Allowed: Transfer from one station to another station involved the change of Residence

 

Distance between old and new stations	Joining Time allowed
Up to 1000 km	10 days
More than 1000 Kms but less than 2000 Km	12 days
2000 km and more	15 days

• In case of Air Travel - Maximum - 12 days only 

• Transfer to new Station did not involve a change of Residence - Joining Time - One day only 

• The transfer is in the Same Station - Joining Time - Nil.  Transit time is only allowed. 

• Holidays fall within the spell of Joining Time - Counted as Joining Time.  

 Relinquished on or Joining time ends on   - Friday  

Friday	Joining Time
Relinquished the Old post on Friday	commenced from Saturday (although Saturday is a holiday)
Joining Time ends on Friday	Report to the New Office on Monday (since Saturday and Sunday being Holidays)

 

Extension: 

Extension of Joining Time	Competent Authority
Up to 30 days	PHOD or DRM
Beyond 30 days	Railway Board

 

• Unavailed portion - Credited to LAP  (subject to 300 days +15 days reserve) 

• Availing Joining Time not permissible - After joining the new post.  (He/She should avail other kinds of Leave to shift his/her family) 

• Combined with any other kind of Leave, except Casual Leave

•  Schools/Colleges staff - Can be combined with vacations

• During Joining Time - If the Transfer Order is modified to another station - Fresh Joining Time commences from the date of receipt of such modified order.
