India’s Logistics Cost

Why it matters • What has changed • How Indian Railways can contribute


Important update: The widely quoted “13–14% of GDP” figure is now an older benchmark, not the latest official estimate. The Department for Promotion of Industry and Internal Trade (DPIIT)–National Council of Applied Economic Research (NCAER) assessment estimates India’s logistics cost at 7.97% of Gross Domestic Product (GDP) in 2023–24, or about ₹24.01 lakh crore.

1. What is the logistics cost?

Logistics cost is the total cost of moving, storing and managing goods from the point of origin to the final customer. It is much wider than freight charges alone.



• Transportation: road, rail, coastal shipping, inland waterways and air.

• Warehousing and inventory holding: storage, capital locked in stock, insurance and losses.

• Cargo handling and terminals: loading, unloading, trans-shipment, packaging and documentation.

• Administrative and digital processes: permits, compliance, tracking, payments and information exchange.

2. Why lower logistics cost is important


• Lower delivered cost of raw materials and finished goods, improving the competitiveness of Indian industry.

• Better export competitiveness because transport, terminal and inventory costs are embedded in export prices.

• Faster supply chains, lower inventory requirements and less working capital blocked in transit.

• Lower fuel use, congestion and emissions when freight moves through the most efficient mode and route.

• Greater competitiveness for Micro, Small and Medium Enterprises (MSMEs), which often face proportionately higher logistics burdens.

3. India’s policy direction

The National Logistics Policy (NLP), launched in September 2022, sought to move India from the then commonly cited 13–14% logistics-cost range toward single-digit cost and global benchmarks by 2030. It complements the Prime Minister Gati Shakti National Master Plan, which focuses on integrated multimodal infrastructure planning.

Analytical point: the policy objective remains broader than achieving a headline percentage. Reliability, transit time, predictability, terminal access and first-/last-mile connectivity determine the real logistics burden faced by firms.

4. The logistics-cost picture has changed

For many years, public discussion used an estimate of about 13–14% of GDP. However, that figure was based on external studies or partial datasets and was not a uniform official measurement. The newer DPIIT–NCAER framework provides a more systematic national estimate.

Therefore, saying that India is presently at 14% and must reach about 8% would be outdated. A better formulation is: India historically aimed to move from the commonly cited 13–14% range to single digit; the latest national assessment places the cost at 7.97% of GDP, and the next challenge is to sustain and deepen these gains.

5. How can India reduce the real cost further?

• Integrated infrastructure planning: avoid disconnected roads, rail sidings, ports, warehouses and industrial clusters.

• Multimodal transport: use roads for flexible short-haul movement, rail for long-haul and bulk traffic, and waterways/coastal shipping where commercially suitable.

• Reduce terminal dwell time: faster loading/unloading, mechanisation, adequate sidings, electronic documentation and predictable handling.

• Strengthen first- and last-mile links: the cheapest long-haul mode loses its advantage if access to the terminal is slow or expensive.

• Digital integration: Unified Logistics Interface Platform (ULIP), tracking, paperless documentation and data sharing can reduce transaction delays.

• Better warehousing and inventory management: reliability allows firms to hold less buffer stock.

• Standardisation: containers, pallets, wagons, handling systems and service standards make intermodal transfer faster.

• Competition and private investment: modern terminals, specialised rolling stock and logistics parks can add capacity without relying only on public capital.

6. Why railways are central to the strategy

Indian Railways is not merely a transport operator in this strategy; it is a national logistics backbone. Rail is particularly suited to long-distance, high-volume freight. When rail capacity, terminals and first-/last-mile services work together, a larger share of suitable cargo can move away from road-only transport, lowering unit transport cost and energy use.

7. Indian Railways: major levers for reducing logistics cost

A. Dedicated Freight Corridors (DFCs)

Dedicated Freight Corridors separate a large volume of freight from mixed passenger routes. The economic benefit comes from higher capacity, better reliability, longer/heavier trains and reduced interference between passenger and freight services.

• More predictable transit time reduces inventory held as a safety buffer.

• Higher throughput and asset utilisation reduce the cost per unit of freight moved.

• Decongestion of conventional routes also creates indirect benefits for passenger and freight operations.


B. Gati Shakti Multi-Modal Cargo Terminals (GCTs)


GCTs bring rail access closer to industries, mines, ports, warehouses and consumption centres. They are designed to improve terminal capacity and attract private investment.

• As of 31 August 2026, 149 GCTs had been commissioned; subsequent commissioning in September has taken the network further.

• The key value is not the terminal count alone: terminals must reduce road lead, handling stages, waiting time and empty movement.

C. Higher freight capacity and modal share


Railway freight loading increased from 1,098 million tonnes in 2014–15 to 1,670 million tonnes in 2025–26. Indian Railways has a long-term goal of 3,000 million tonnes by 2029–30. Capacity expansion on high-density and highly utilised routes is therefore directly linked to the national logistics objective.

D. Better first- and last-mile logistics


• Upgrading railway goods sheds and providing modern handling facilities.

• Door-to-door and rapid cargo products for smaller consignments and time-sensitive freight.

• Virtual aggregation and partnerships so that customers can access rail without having to organise every logistics leg themselves.

• Better road connectivity to terminals and integration with ports, industrial corridors and logistics parks.


E. Specialised wagons and containerisation


Different commodities need different logistics solutions. Private wagon investment schemes, specialised wagons and containerisation can widen rail’s addressable market beyond traditional coal, ore and bulk commodities. Containerisation is especially important for intermodal movement because cargo can shift between rail, road and ship with less repeated handling.

F. Technology and operating efficiency


• Digital freight booking, electronic payments, cargo tracking and data exchange reduce transaction time.

• Higher average freight speeds and more predictable paths matter as much as tariff reductions.

• Better rake planning, reduced empty running, improved terminal turnaround and assured supply of wagons lower system cost.


8. What should Indian Railways focus on next?


1. Reliability before headline speed: For industry, a train that arrives predictably is often more valuable than one that is occasionally fast. Consistent transit time allows lower inventories and better production planning.


2. End-to-end cost, not rail tariff alone: A low rail freight rate can be neutralised by expensive road haulage to the terminal, multiple handling stages or long waiting time. Decisions should be based on total door-to-door logistics cost.

3. More non-bulk freight: To increase rail’s role, the system must become easier for containers, automobiles, white goods, agricultural produce, parcels and smaller lots—not only traditional bulk traffic.


4. Terminal productivity: Measure truck turnaround, rake turnaround, loading time, dwell time, mechanisation and connectivity. A terminal should be judged by logistics savings delivered to customers.


5. Integrated planning under PM Gati Shakti: New lines, doubling, DFC links, ports, industrial nodes, warehouses and highways should be planned as one freight network rather than isolated assets.


6. Data-driven freight strategy: Commodity flows, origin-destination patterns, empty wagon movement and terminal congestion should guide capacity creation and pricing decisions.


7. Sustainability as an economic advantage: Rail’s energy efficiency can reduce fuel dependence and emissions. As carbon reporting becomes more important in supply chains, this can also strengthen the competitiveness of Indian goods.

9. Conclusion


India’s logistics debate has moved to a more mature stage. The latest official estimate of 7.97% of GDP means that the old statement “India is at about 14% and must reach 8%” should no longer be presented as the current position. The objective now is to make low logistics cost durable across regions, commodities and firm sizes, while improving reliability and service quality.



Indian Railways has a decisive role. Dedicated freight capacity, Gati Shakti Cargo Terminals, higher freight loading, containerisation, specialised wagons, digital systems and strong first-/last-mile connectivity can shift suitable freight to a more efficient multimodal network. The real test is not merely how many tonnes Railways carries, but whether the complete supply chain becomes cheaper, faster, more predictable and easier for the customer.

भारत में रसद संबंधी बहस अब अधिक परिपक्व चरण में पहुंच गई है।जीडीपी के 7.97% के नवीनतम आधिकारिक अनुमान का मतलब है कि पुराना बयान "भारत लगभग 14% पर है और उसे 8% तक पहुंचना होगा" को अब वर्तमान स्थिति के रूप में प्रस्तुत नहीं किया जाना चाहिए।अब उद्देश्य यह है कि विश्वसनीयता और सेवा की गुणवत्ता में सुधार करते हुए, विभिन्न क्षेत्रों, वस्तुओं और कंपनियों के आकार के अनुरूप कम लॉजिस्टिक्स लागत को टिकाऊ बनाया जाए।


भारतीय रेलवे की इसमें निर्णायक भूमिका है।समर्पित माल ढुलाई क्षमता, गति शक्ति कार्गो टर्मिनल, उच्च माल ढुलाई क्षमता, कंटेनरीकरण, विशेष वैगन, डिजिटल सिस्टम और मजबूत फर्स्ट-मील/लास्ट-मील कनेक्टिविटी उपयुक्त माल को अधिक कुशल मल्टीमॉडल नेटवर्क में स्थानांतरित कर सकती है। असली चुनौती केवल यह नहीं है कि रेलवे कितने टन माल ढोता है, बल्कि यह है कि क्या पूरी आपूर्ति श्रृंखला ग्राहक के लिए सस्ती, तेज, अधिक पूर्वानुमानित और आसान बन जाती है।
