Financial Justification / Appraisal of Railway Projects - Chapter 2 of Finance Code

❖ Indian Railways requires substantial investment for capacity augmentation and network expansion. Investment decisions should therefore be taken with a long-term perspective, treating IR as a national asset.

❖ Financial justification means demonstrating, on a realistic financial basis, that the proposed investment/outlay is justified.

❖ Financial appraisal examines the expected costs, revenues/savings and cash flows of an investment proposal.

❖ In simple terms, financial justification tests whether the proposed railway investment is economically prudent and financially acceptable under the prescribed rules.

❖ Investment decisions are among the most important management decisions because railway projects involve large and generally long-term commitments of funds.

❖ Fundamental principle (Para 201): Expenditure other than that wholly chargeable to Ordinary Revenue, incurred on new assets or improvement of existing assets, should be financially justified and no expenditure should be incurred without sanction.

❖ Net financial gain may arise through savings in expenditure, increase in net earnings (gross earnings less working expenses), or a combination of both.

❖ Under DCF appraisal, cash flows include realisable revenue and cash expenditure. Pure accounting adjustments such as depreciation are ignored in annual cash flows.

Exceptions to Financial Justification (Para 202):

  1. Statutory obligations

  2. Expenditure unavoidable on considerations of safety

  3. Passenger amenity works

  4. Labour welfare works - except residential buildings, for which special rules are applicable

  5. Even for the above exceptions, the scale of expenditure should be as economical as possible, consistent with extant orders.


Note: If expenditure on any of the above items forms part of a scheme and is not essential independently of that scheme, the total cost of the scheme, including such expenditure, should be financially justified.

 

❖ Savings on one Railway should not be credited if they result in a loss on another Railway; the interest of Indian Railways as a whole should be considered.

❖ No credit should be given to a proposed scheme for a saving that can be achieved irrespective of whether the scheme is undertaken.

❖ Economic evaluation is distinct from financial return. For major projects, wider economic benefits may also be assessed; Chapter II provides for economic evaluation under Para 235/235A and Annexures F/I.

Scrutiny by the Finance & Accounts Officer (Para 203):

❖ As Financial Adviser to the Administration, the Finance & Accounts Officer should carefully scrutinize the justification for proposed expenditure.

❖ Scrutiny should be with reference to the principles in Chapter II of the Indian Railway Financial Code, Volume I and other Railway Board orders on the subject.

❖ Even where return on investment is not the determining factor, Finance should examine and advise on the general merits of the proposal in the spirit of a prudent individual spending his/her own money.

Test of Remunerativeness: DCF Rate of Return (Para 204)

❖ Minimum acceptable return: not less than 10% under the DCF method on the initial estimated cost. (Authority: Railway Board letter F(X)-II/2011/ROR/1 dated 05.10.2017)

❖ Special rules apply to Residential Buildings, Assisted Sidings and Rolling Stock.

❖ Net financial gain may be by savings in expenditure, increase in net earnings, or a combination of both.

❖ Interest during construction should be added to project cost (excluding the portion chargeable to Revenue) where construction is likely to last for more than one year.

❖     Depreciation is ignored as an element of working expense while assessing annual cash flows under the DCF method (Para 228).




Illustrative investment proposals required to pass the prescribed test of financial remunerativeness (Para 205):

  1. New Lines - project-oriented/single-purpose and general-purpose

  2. Line Capacity Works

A.     Gauge conversions

B.     Doublings

C.      Major signalling schemes - including Tokenless Block Working, Automatic Block Signalling, CTC, Route Relay Interlocking, KAVACH, etc.

D.     Lengthening of loops and/or provision of additional loops

E.      Crossing stations

F.      Strengthening of electric traction distribution system and/or major modifications to electric traction installations


  1. Yard remodelling and terminal facilities - marshalling yards, goods/passenger terminals and transhipment points

  2. Telecommunication works

  3. Electrification and provision of Loco Sheds therefor

  4. Introduction of new services - passenger trains, container services, etc.

  5. Workshops - Production Units and Repair Units

❖ A less economical alternative may sometimes be adopted for considerations that cannot be precisely valued in money; the reasons for such choice must be recorded in the estimate report (Para 206).

❖ If the recorded reasons are not accepted by the Finance & Accounts Officer, the officer should record remarks in the certificate of verification of the estimate.

❖ The sanctioning authority should take those Finance remarks into consideration before sanctioning the proposal.

Provision of Rolling Stock (Paras 208-209):

❖ For new line construction and line-capacity works justified by anticipated additional traffic, the initial cost estimate for project appraisal should invariably include the cost of rolling stock.

❖ The financial return should be measured with reference to the overall initial cost of the project, including the cost of rolling stock.

❖ Rolling-stock requirement is assessed with reference to projected freight/passenger traffic and operating parameters such as wagon turn-round, sickness provision and busy-season requirements.

Sub-optimization (Para 213): Where individual works are self-contained, priorities should be selected to realise optimum project benefit by replacing less remunerative sub-works with alternatives expected to improve the return.

Line Capacity Works (Para 214): Master Charts should show:

  1. Existing optimum capacity

  2. Extent to which the existing capacity is presently utilised

  3. Capacity expected after the proposed facilities; only additional traffic beyond the optimum existing capacity should be reckoned for financial appraisal.


Average Annual Cost of Service (Para 215) consists of:

  1. Average annual cost of operation

  2. Average annual cost of maintenance and repairs of the assets

  3. Annual depreciation charges and annual interest charges. Note: Under DCF financial evaluation, only operation and maintenance items are reckoned as working expenses.

❖ Rate of Return is worked out as the percentage ratio of net gain (revenue less working expenses) to the initial anticipated investment.


❖ Net gain = Revenue - Working expenses / Average Annual Cost, as applicable

Maintenance = Rs.50,000

Average Annual Cost = Maintenance + Annual Sinking Fund payment

Average Annual Cost = Rs.50,000 + Rs.8,010 = Rs.58,010

Net Gain = Annual Rent - Average Annual Cost

Net Gain = Rs.1,50,000 - Rs.58,010 = Rs.91,990

❖ This method measures the time required to recoup the original capital invested in a project.

Outcome:

❖ On the figures in the above illustration, Project A recoups Rs.1 lakh during Year 6, while Project B does so during Year 8.

❖ Limitation: Payback period emphasizes speed of capital recovery and does not, by itself, measure return over the full project life or the time value of money.

Salient features:

❖ Does not consider the Time Value of Money.

❖ Focuses on the period required to recoup the original investment.

❖ It does not, by itself, assess the rate of return on capital invested.

❖ Presently not in vogue on Indian Railways.

❖ However, there is no bar to its use for Railway project evaluation, in special circumstances, in consultation with the Financial Adviser and Chief Accounts Officer (FA&CAO).

❖ Suitable in special situations where the useful investment period is strictly limited, such as:

A.     Plant & Machinery where processes/products are likely to be replaced by technological changes within a few years.

B.     Single-purpose New Line where known reserves of coal, iron ore, etc. are expected to be depleted/exhausted after a specified number of years.

 

Discounted Cash Flow (DCF) Method (Paras 225-232):

❖ Consider the Time Value of Money.

●       DCF evaluates the timing of profits/cash flows over the useful life of the project, not merely at a single point of time.

●       Future net cash flows are discounted to their present values by applying an appropriate discount rate.

●       Under Para 229, viability may be tested either by the DCF rate of return or by Net Present Value (NPV) at the minimum acceptable rate of return.

●       Rs.100 receivable today is worth more than Rs.100 receivable one year later.

●       Money received today can earn a return or reduce borrowing; therefore future cash flows must be discounted to present value.

●       NPV = Net Present Value; NPW = Net Present Worth.

●       Illustration at 10%: Rs.110 receivable one year hence is worth Rs.100 today.

●       Rs.100 receivable one year hence has a present value of about Rs.90.91 at a 10% discount rate.

●       Annual cash flows should include only realisable revenue and cash expenditure (or net reduction in expenditure for expenditure-reducing projects).

●       Depreciation and other pure accounting adjustments are excluded from DCF cash flows because they do not involve an actual flow of cash.

●       The current Railway Board DPR appraisal framework also treats depreciation as a non-cash item; FIRR appraisal considers the construction period and 30 years of operations.

❖ भारतीय रेलवे को क्षमता वृद्धि और नेटवर्क विस्तार के लिए पर्याप्त निवेश की आवश्यकता है। इसलिए निवेश संबंधी निर्णय दीर्घकालिक दृष्टिकोण से लिए जाने चाहिए, जिसमें भारतीय रेलवे को राष्ट्रीय संपत्ति के रूप में महत्व दिया जाए।

❖ वित्तीय औचित्य का अर्थ है, व्यावहारिक वित्तीय आधार पर यह प्रदर्शित करना कि प्रस्तावित निवेश/व्यय उचित है।

❖ वित्तीय मूल्यांकन किसी निवेश प्रस्ताव की अपेक्षित लागत, राजस्व/बचत और नकदी प्रवाह की जांच करता है।

❖ यदि एक रेलवे पर की गई बचत के परिणामस्वरूप दूसरे रेलवे को नुकसान होता है, तो उसे इस रूप में नहीं दर्शाया जाना चाहिए; भारतीय रेलवे के समग्र हित को ध्यान में रखा जाना चाहिए।

❖ किसी भी प्रस्तावित योजना को ऐसी बचत के लिए श्रेय नहीं दिया जाना चाहिए जो योजना के लागू होने या न होने की परवाह किए बिना हासिल की जा सकती है।

❖ आर्थिक मूल्यांकन, वित्तीय प्रतिफल से भिन्न होता है। बड़ी परियोजनाओं के लिए, व्यापक आर्थिक लाभों का भी आकलन किया जा सकता है; अध्याय II, पैरा 235/235A और अनुलग्नक F/I के अंतर्गत आर्थिक मूल्यांकन का प्रावधान करता है।

वित्त एवं लेखा अधिकारी द्वारा जांच (पैरा 203):

❖ प्रशासन के वित्तीय सलाहकार के रूप में, वित्त एवं लेखा अधिकारी को प्रस्तावित व्यय के औचित्य की सावधानीपूर्वक जांच करनी चाहिए।

❖ जांच भारतीय रेलवे वित्तीय संहिता, खंड 1 के अध्याय II में दिए गए सिद्धांतों और इस विषय पर रेलवे बोर्ड के अन्य आदेशों के संदर्भ में की जानी चाहिए।

❖ जहां निवेश पर प्रतिफल निर्णायक कारक नहीं है, वहां भी वित्त विभाग को एक विवेकपूर्ण व्यक्ति द्वारा अपने स्वयं के धन को खर्च करने की भावना से प्रस्ताव के सामान्य गुणों की जांच करनी चाहिए और उस पर सलाह देनी चाहिए।

पारिश्रमिक का परीक्षण: डीसीएफ प्रतिफल दर (पैरा 204)

❖ न्यूनतम स्वीकार्य प्रतिफल: प्रारंभिक अनुमानित लागत पर डीसीएफ विधि के अंतर्गत 10% से कम नहीं। (प्राधिकरण: रेलवे बोर्ड का पत्र F(X)-II/2011/ROR/1 दिनांक 05.10.2017)

❖ आवासीय भवनों, सहायता प्राप्त साइडिंग और रोलिंग स्टॉक पर विशेष नियम लागू होते हैं।

❖ शुद्ध वित्तीय लाभ व्यय में बचत, शुद्ध आय में वृद्धि या दोनों के संयोजन से हो सकता है।

❖ यदि निर्माण कार्य एक वर्ष से अधिक समय तक चलने की संभावना है, तो निर्माण के दौरान लगने वाले ब्याज को परियोजना लागत में (राजस्व विभाग से प्रभार्य भाग को छोड़कर) जोड़ा जाना चाहिए।

❖     डीसीएफ पद्धति के अंतर्गत वार्षिक नकदी प्रवाह का आकलन करते समय मूल्यह्रास को कार्यशील व्यय के एक तत्व के रूप में अनदेखा किया जाता है (पैरा 228)।

❖ कभी-कभी ऐसे कारणों के लिए कम किफायती विकल्प अपनाया जा सकता है जिनका सटीक मूल्यांकन पैसे में नहीं किया जा सकता; ऐसे चुनाव के कारणों को अनुमान रिपोर्ट में दर्ज किया जाना चाहिए (पैरा 206)।

❖ यदि वित्त एवं लेखा अधिकारी द्वारा दर्ज किए गए कारणों को स्वीकार नहीं किया जाता है, तो अधिकारी को अनुमान के सत्यापन प्रमाण पत्र में टिप्पणी दर्ज करनी चाहिए।

❖ प्रस्ताव को मंजूरी देने से पहले मंजूरी देने वाले प्राधिकरण को वित्त विभाग की उन टिप्पणियों पर विचार करना चाहिए।

रोलिंग स्टॉक का प्रावधान (पैरा 208-209):

❖ नई लाइन के निर्माण और अपेक्षित अतिरिक्त यातायात के कारण लाइन-क्षमता बढ़ाने के कार्यों के लिए, परियोजना मूल्यांकन के प्रारंभिक लागत अनुमान में हमेशा रोलिंग स्टॉक की लागत शामिल होनी चाहिए।

❖ वित्तीय प्रतिफल का आकलन परियोजना की कुल प्रारंभिक लागत के संदर्भ में किया जाना चाहिए, जिसमें वाहन की लागत भी शामिल है।

❖ माल ढुलाई/यात्री यातायात के अनुमान और वैगन टर्न-अराउंड, बीमारी की स्थिति में प्रावधान और व्यस्त मौसम की आवश्यकताओं जैसे परिचालन मापदंडों के संदर्भ में रोलिंग-स्टॉक की आवश्यकता का आकलन किया जाता है।

उप-अनुकूलन (पैरा 213): जहाँ व्यक्तिगत कार्य स्व-निहित हैं, वहाँ कम लाभकारी उप-कार्यों को ऐसे विकल्पों से बदलकर इष्टतम परियोजना लाभ प्राप्त करने के लिए प्राथमिकताओं का चयन किया जाना चाहिए जिनसे प्रतिफल में सुधार की उम्मीद है।

लाइन क्षमता कार्य (पैरा 214): मास्टर चार्ट में निम्नलिखित दर्शाया जाना चाहिए:

  1. मौजूदा इष्टतम क्षमता

  2. वर्तमान में मौजूदा क्षमता का किस हद तक उपयोग किया जा रहा है

  3. प्रस्तावित सुविधाओं के बाद अपेक्षित क्षमता; वित्तीय मूल्यांकन के लिए केवल इष्टतम मौजूदा क्षमता से अधिक अतिरिक्त यातायात को ही ध्यान में रखा जाना चाहिए।


सेवा की औसत वार्षिक लागत (पैरा 215) में निम्नलिखित शामिल हैं:

  1. परिचालन की औसत वार्षिक लागत

  2. परिसंपत्तियों के रखरखाव और मरम्मत की औसत वार्षिक लागत

लेखांकन प्रतिफल दर (ARR): इसमें धन के समय मूल्य को ध्यान में नहीं रखा जाता है।

❖ प्रतिफल की दर की गणना प्रारंभिक अनुमानित निवेश के सापेक्ष शुद्ध लाभ (राजस्व में से परिचालन व्यय घटाकर) के प्रतिशत अनुपात के रूप में की जाती है।


❖ शुद्ध लाभ = राजस्व - कार्यशील व्यय / औसत वार्षिक लागत (जैसा लागू हो)

कोडाल उदाहरण (पैरा 221) - निम्नलिखित जानकारी से शुद्ध लाभ की गणना करें:

❖ प्रस्तावित भवन निर्माण लागत - 10 लाख रुपये

❖ वर्तमान वार्षिक किराया - 1.50 लाख रुपये

❖ प्रस्तावित भवन का वार्षिक रखरखाव - 50,000 रुपये

❖ भवन का सामान्य जीवनकाल - 50 वर्ष

❖ 50 वर्षों के अंत में अवशिष्ट/स्क्रैप मूल्य - 1 लाख रुपये

❖ 50 वर्षों के लिए 3% की दर पर सिंकिंग फंड फैक्टर - 0.0089

शुद्ध लाभ की गणना:

वार्षिक सिंकिंग फंड भुगतान = (10 लाख रुपये - 1 लाख रुपये) x 0.0089 = 8,010 रुपये

रखरखाव = ₹50,000

औसत वार्षिक लागत = रखरखाव + वार्षिक सिंकिंग फंड भुगतान

औसत वार्षिक लागत = ₹50,000 + ₹8,010 = ₹58,010

शुद्ध लाभ = वार्षिक किराया - औसत वार्षिक लागत

शुद्ध लाभ = 1,50,000 रुपये - 58,010 रुपये = 91,990 रुपये

प्रारंभिक निवेश (10 लाख रुपये) पर शुद्ध लाभ प्रतिशत लगभग 9.2% है।

नतीजा:

❖ उपरोक्त उदाहरण में दिए गए आंकड़ों के अनुसार, प्रोजेक्ट ए छठे वर्ष के दौरान 1 लाख रुपये की वसूली करता है, जबकि प्रोजेक्ट बी आठवें वर्ष के दौरान ऐसा करता है।

❖ सीमा: प्रतिपूर्ति अवधि पूंजी की वसूली की गति पर जोर देती है और यह अपने आप में, संपूर्ण परियोजना जीवनकाल में प्रतिफल या धन के समय मूल्य को नहीं मापती है।

प्रमुख विशेषताएं:

❖ यह धन के समय मूल्य को ध्यान में नहीं रखता है।

❖ इसमें मूल निवेश की वसूली के लिए आवश्यक अवधि पर ध्यान केंद्रित किया गया है।

❖ यह स्वयं ही निवेशित पूंजी पर प्रतिफल की दर का आकलन नहीं करता है।

❖ भारतीय रेलवे में फिलहाल यह प्रचलन में नहीं है।

❖ हालांकि, विशेष परिस्थितियों में, वित्तीय सलाहकार और मुख्य लेखा अधिकारी (एफए और सीएओ) के परामर्श से रेलवे परियोजना मूल्यांकन के लिए इसके उपयोग पर कोई रोक नहीं है।

❖ यह उन विशेष परिस्थितियों में उपयुक्त है जहां उपयोगी निवेश अवधि सख्ती से सीमित है, जैसे कि:

एक।     ऐसे संयंत्र और मशीनरी जहां प्रक्रियाओं/उत्पादों को कुछ ही वर्षों में तकनीकी परिवर्तनों द्वारा प्रतिस्थापित किए जाने की संभावना है।

बी।     एकल-उद्देश्यीय नई पाइपलाइन, जहां कोयला, लौह अयस्क आदि के ज्ञात भंडार एक निश्चित संख्या में वर्षों के बाद समाप्त होने की उम्मीद है।

 

डिस्काउंटेड कैश फ्लो (डीसीएफ) विधि (पैरा 225-232):

❖ विचार करनाधन का समय मूल्य।

●       डीसीएफ परियोजना के उपयोगी जीवनकाल के दौरान लाभ/नकदी प्रवाह के समय का मूल्यांकन करता है, न कि केवल एक निश्चित समय पर।

●       भविष्य के शुद्ध नकदी प्रवाहों को उपयुक्त छूट दर लागू करके उनके वर्तमान मूल्यों में परिवर्तित किया जाता है।

●       पैरा 229 के तहत, व्यवहार्यता का परीक्षण या तो डीसीएफ रिटर्न की दर से या न्यूनतम स्वीकार्य रिटर्न दर पर नेट प्रेजेंट वैल्यू (एनपीवी) से किया जा सकता है।

●       आज प्राप्त होने वाले 100 रुपये का मूल्य एक वर्ष बाद प्राप्त होने वाले 100 रुपये से अधिक है।

●       आज प्राप्त धन से लाभ कमाया जा सकता है या उधार कम किया जा सकता है; इसलिए भविष्य के नकदी प्रवाह को वर्तमान मूल्य पर छूट दी जानी चाहिए।

●       एनपीवी = नेट प्रेजेंट वैल्यू; एनपीडब्ल्यू = नेट प्रेजेंट वर्थ।

●       10% ब्याज दर पर उदाहरण: एक वर्ष बाद प्राप्त होने वाले 110 रुपये आज 100 रुपये के बराबर हैं।

●       एक वर्ष बाद प्राप्त होने वाले 100 रुपये का वर्तमान मूल्य 10% की छूट दर पर लगभग 90.91 रुपये है।

●       वार्षिक नकदी प्रवाह में केवल प्राप्य राजस्व और नकद व्यय (या व्यय कम करने वाली परियोजनाओं के लिए व्यय में शुद्ध कमी) शामिल होना चाहिए।

●       मूल्यह्रास और अन्य विशुद्ध लेखांकन समायोजन को डीसीएफ नकदी प्रवाह से बाहर रखा जाता है क्योंकि उनमें नकदी का वास्तविक प्रवाह शामिल नहीं होता है।

●       द करेंटरेलवे बोर्ड के डीपीआर मूल्यांकन ढांचे में भी मूल्यह्रास को गैर-नकद मद के रूप में माना जाता है; एफआईआरआर मूल्यांकन में निर्माण अवधि और 30 वर्षों के संचालन को ध्यान में रखा जाता है।
